A 'will' question, like "Will the Federal Reserve cut interest rates in 2025?", requires analysis built around forward-looking indicators and historical patterns — what has reliably preceded this outcome before, and is that pattern present now. Simply describing the current state of the economy without projecting forward fails to actually answer a predictive question.
Explanatory 'How' and 'Why' Questions
A 'why' or 'how' question, like "Why has Congress failed to pass immigration reform?", requires analysis built around mechanism and causation — identifying the specific structural or political obstacles and explaining how they interact, not just listing that immigration reform is difficult. A thesis that names three specific causal obstacles and a body that explains the mechanism behind each one directly answers this question type far better than a thesis that vaguely states 'immigration is a complicated issue.'
Comparing two ways of answering "Why has Congress failed to pass immigration reform?"
Weak: "Immigration is a very controversial topic and Congress has many disagreements about it." Strong: "Congress has failed because of three converging mechanisms: midterm-year incentives that punish compromise, a Republican caucus split between border-security hawks and business-aligned moderates, and a Senate filibuster threshold that requires sixty votes neither party alone can reach." The strong version names specific, explainable mechanisms rather than a vague description of controversy.
