Finding the Hidden Mandate
The mandate is what the bill actually forces people to do. It's often buried in legal language. Find it and you've found the heart of the debate.
Skim the title — but don't trust it
Titles are marketing. 'The American Freedom Act' might require everyone to file extra paperwork. The mandate lives in Section 2 or 3, not the title.
Look for 'shall' and 'must'
These words mark mandates. 'The Secretary shall…' = a forced action. 'The state may…' = optional, not really a mandate.
Ask: who is forced to do what, by when?
Translate every mandate into one plain sentence: 'Schools must report attendance data weekly by 2027.' If you can't write that sentence, you haven't found the mandate.
